GM does it by running the ground of the parking light, to the powered side
of the turn signal light.

When only the parking light are on, they get enough of a ground through the
filaments of the turn signal bulbs. As the parking lights have way more
resistance (Lower wattage) that the turn lights, the turn lights don't
light up.

When the turn light comes on, it poweres the 'ground' of the parking light.
At the same time, the parking light has power on it's 'power' lead.  12
volts on both wires, so no current flow through the light. Parking light is
on when turn is off, and off when turn is on.

You could, but then the parking light woould not come on. In a 4000, Rear
has separate turn and parking lamps. 
(You may as well wire to the front turn signal, or even better, just
connect the ground of the parking light to the hot of the turn signal...)
