I had a flickering "handbrake is on" warning light for a while, too.

Turns out the switch, which is under the handbrake lever boot, had broken
apart, and the wires were touching ground or each other or something, and
the light would flicker at random.

Grope around through the boot and see if that makes the light go on/off. If
it does, work the boot up the lever arm, and you can get to the switch to
check and/or replace it.
