Nope, "For consistent runs in colder weather..." to quote the
NOS catalog; the bottle heaters are for full (or nearly so) bottles
when the ambient temperature drops.
Tangentially related, I remember freezing my butt off in the north
woods one winter when the propane (another tank of liquid "gas")
wouldn't vaporize out of a full bottle. The temps had dropped to
near -40 f and we had to put the bottle inside the car and heat it
up so we could use it to fuel our portable furnace.
