If it's the same as my 91 200, one tie-wrap.

The handle pulls on a cable.  The cable housing clips into the
handle assembly.  It can unclip itself and the handle stops
working.  Drilling a couple of holes and using a tie-wrap
to hold the cable housing in place fixes this particular problem.

If the cable housing is in the right place, the hook on the cable
end may have come out of the handle, or the hole the it hooks into
may have broken.

Anyway, you need to take the handle out to see what's going on.
It's one philips screw in the middle, behind the handle.
Take it out then slide the assembly forwards and out (not
quite as easy as it sounds).
