Rob,
	You can lock it at any speed you want.  you'll go through tires
fastif its not slippery but many of us who Aut0-Cross our cars lock them
on the race track.  And when I did SCCA Pro-Rally, we always had it
locked.  So, we didn't have any problems at 100+ mph so you should be fine
at 60. :-)
	Now the rears another story.  It can lock at speed but it messes
up the handling so much I wouldn leave it for getting un-stuck or pulling
cars out of ditches in the winter, or going up hills you know you woundn't
make it otherwise.    Or playing in the snow for some real fun but its
hard to drive with rear locked.  understeers like a greased Pig on and ice
skating rink.
	As a note, I wouoldn't reccomend driving around with either locked
unless its slick, but you Can do it.

What is the fastest you can have the car going when you engage the front
diff?
I looked throughout the manual and saw nothing about a speed.  I have the
distinct feeling that anything over 20 mph will cause damage.
