As far as I can guess, you are running open loop.  That duty cycle is
supposed to go up and down in a feedback loop around some vague center
setting.  At the same time the OXS output voltage will oscillate around
0.5 volts.  A "fixed" duty cycle means no OXS feedback in the system,
for whatever reason.

So measure the OXS voltage while it is warm and idling...

I suspect something is stopping the ECU from taking over, but as we get
more specific I'll have to defer to people who know Urq's better than
myself.
