87 4kq radiator switched with ignition?

At first I thought that perhaps this was the way the system was wired, but
after consulting bentley and using a test light for conformation, the
relay is indeed getting battery juice.  My question is this:  since the
fan comes on properly when the ignition is on, does this eliminate the
radiator fan relay in position 2 in the fusebox as the culprit?  If so,
what else could cause this condition that I describe?
