Thanks for the ideas Eric.  I was able to find NY traffic law at

A handy site, but not much was helpful for my present case.

Court is 10/26 (or 28?) so I have some time to prepare.  I find
nothing specific in NY law as you mentioned you have in TN law:
"...they could not pull you over for a seatbelt violation, only
cite you for it if they pulled for something else...." although
that was how they talked in order to get the law passed here.

Anybody out there with lexis/nexis able to do a literature
search for me?  Reply privately.
