Not in the UK - the carrier vehicle speed is derived from the vehicle,
not from any stationary objects.  The reason is the presence of other
vehicles going in the same direction or other direction - if there were
to be the slightest chance of the RADAR locking on to one of these instead
of the road (and most are, in RADAR reflection terms, bigger targets)
then the whole mechanism would be unsafe.
