They use it here in two different ways. First as you describe, by
driving a stretch between two landmarks and thus measuring it with the
car, then holing up. Second, they can do it dynamically - press a
button when you pass a landmark, another when the police car passes it,
another when you pass a second landmark, and another when the police car
passes it. The first and third give your time over a distance, and the
second and fourth enter the distance. Then the lights go on. They
do it from stealth cars, too.
