Can a bad alignment cause this?

Can a bad alignment cause a car to feel vague at speed, but only when the 
wheel is near the straight position? My 87 VW GTI (I know, not q, but 
close!) feels this way. Sloppy around the neutral position. New tie rod 
ends, good ball joints, changed wheels to no avail. Maybe the racks bad, 
but the slightest move of the steering wheel moves the wheels. New shocks 
as well, along with adjusted rear wheel bearings.

Any insight appreciated.
