the duty cycle you are testing on a CIS-E car is the ISV duty cycle.
While it may change slightly is is not really directly related to
mixture. To check the static mixture setting you measure the current to
the control pressure actuator on the front of the fuel dist.

you don't have to "reset" it. open loop would be due to either temp
sender saying it is still cold or no useful OXS signal (pretty sure of
this but not 100% certain).
