I don't think you'll have to worry too much about that (I won't, at least).
The 'Q' itself is a highly stylized version, not easily mistaken for the
regular (Helvetica?) country identifier- see

Besides, in your own country you don't even need such a sticker- it's just
when you go abroad. And many cars here in Holland have two or more country
stickers (the 'C' from Catalunya is pretty popular, as is the 'F' from
France) and I've never heard of any troubles with this. I traveled across
Europe _without_ a sticker, and have never been stopped for this.

Besides, with the upcoming European licence plate (with country identifier
and European flag on the left-hand side), the stickers will become obsolete
anyway.
