91 100 ISV



I took the ISV off the 100 as the idle was getting progressively more 
erratic. Cleaned it up, and noticed that the movement of the cylinder was 
much less than other older ISVs I've cleaned. At max open it is about 3/32" 
(less than an 1/8). It moved freely to close, but would open no further. Once 
reinstalled the car is _very_ hard to start. I have to give it a lot of pedal 
to get it started. It will initially fire up, stall and then start very hard. 
Any suggestions for steps to diagnose?
FWIW, I have checked this car for vacuum leaks repeatedly and never found any.
