The city contracts this work out to tow companies, who hopefully have
some experience.  The very few cars around town I've seen being towed via
the ole style hook have had wheel dollies under the rear wheels.  Did you
check the rear wheels for dolly marks?  They don't even really "hook" the
car anymore, as it's lifted via the front wheels.  So the stains may
indicate that indeed it was towed via a hook, but that the rear wheels
where dollied at the time.  

I would however make some "noise" with the BTD (transportation dept)
about how you were left in the dark as to how the car was towed.  These
companies are contracted by the city, and they are accountable to the
city if they don't want to get barred from the gravy train.
