typ44 eurolights question

i just got my wiring harness from Blau today, and was looking things over.  
is it absolutely imperative that the front bumper be removed to install the 
lights??  it says something like that in the directions i got with the 
harness.  Is the only reason to remove the bumper, just to install that relay 
panel?  can it be installed somewhere else where there is less of a chance of 
it getting wet?
