Sounds like either a bad (sticking) fuel pump relay or faulty wiring
in the related ircuit.  The FP relay may click on momentarily to
activate the fuel pump when you turn the key to "on" (to pressurize the
system), but won't stay on unless it is getting ignition pulse
signals from the ignition coil (early non turbo cars) or the ECU,
which signifies that the engine is actually running.

It has nothing to do with fuel pressures.  The fuel pump always
delivers too much fuel by design, and the fuel distributor has a
pressure regulator that feeds excess fuel back to the tank via
a return line.
