Bomb or pump?

My brake pedal is giving me indications that I have to pressure left in the
system (it pulsates when pressure is applied with engine running and I only
have to pump once with the engine off to exhaust all pressure).
I replaced the bomb 3 years ago, but only have about 20K km on it.  I also
replaced the pump 2 months ago with a rebuilt one.
Now for the question.  Is it possible for the pump to be failing and not
generating enough pressure to load the accumulator or is it just the
hydraulic pressure accumulator gone bad again?
