Hatch Water Drain

I have a '91 Coupe.

I was working in the hatch straigtening out the trim and the spare tire, when
I noticed that the bottom of the wheel well is wet.

I took the carpeting out and noticed although there is what appears to be a
drain hole, it is covered by a black plastic cap that has no perforations in
it.  It's just a black cap totally sealing the hole - than what is the point
of it?

Should the cap not be there in the wheel well's hole or maybe there should be
a whole in the cap?

Please advise.
