But it's how to _use_ penetrating oil.
Apply the oil and try to move the bolt in _either_ direction. If the
problem is rust, it may be easier to tighten it a little (no rust on
those threads) and then loosen it. As soon as you have any detectable
movement, more oil and repeat the movement - tighten and loosen again.
Each time you do it, oil creeps round to more of the thread.
It's really worth taking the time and being patient sometimes. Shearing
a bolt in a captive nut is not funny.
