A practice not always followed, arrest is mandatory for 100 miles an hour
and over. This is followed by on the spot license suspension (usually
followed, either on the spot, or to make everyone's life easier, through
DMV).
I figure it's not practiced because of officer sympathy, and the rigors of
paperwork for a "minor" traffic offence
