It is not uncommon for this to happen occasionally - my '86 5ktq and my '91
200q used to activate the ABS now and then just as the car rolled to a stop.
If it happens all the time, it means that the ABS sensor is losing the
signal from the CV joint rotor at low speeds. Probably a misaligned sensor
given that your CV boots were just done.
Your '89 may have the new style ABS sensor. The earlier '86-'88 cars had
bolt in sensors which were spaced with sacrificial plastic caps. I think the
sensors on the later cars just push into place until seated.
