Whoops.  I was working on a non-quattro car, that probably explains 
it.  Never seen the setup on a Q.

Rust buildup between the teeth causes less "contrast" between teeth 
and makes it more difficult for the sensor to differentiate between 
tooth and no tooth.  A wire brush will simply remove the flaked rust 
between the teeth.  Sorry, "cleaning" probably wasn't the best choice 
of words.
