Hall Sensor Testing

About testing the Hall sensor, as per the earlier Bentley for the 5KS, I
wanted to test 2 or 3  spare sensors I had from Junk Cars, two of which
were still in the distributors.  According to the the Bentley (and Scott
M's excellent page: http://www.teleport.com/~scottmo/nostart.html#hall) ,
there should be 0 to 0.5V when the "window" is open.  I plugged the extra
sensors I had into the 200TQW with ignition on and got 10.6 volts out of
all of them, including the one that's out of the distributor (permanent
open window).  There was between 5 and 5.5 Volts when the window was
closed.  All three sensors came out of working engines, two part numbers
match what's on the car (one ends in 6, the other 8?).  Could it be that
all the sensors are bad?  Or the engine has to be at TDC 0degrees to
achieve the 0-.5 reading? Only give correct voltage in conjunction with
flywheel sensor signal?   I haven't yet tried with engine at 0 degrees.
