My rack was carrying a "REBUILT - ZF OF AMERICA" sticker.

You may want try adjusting the rack preload first. There's a 10mm bolt on
top of the steering gear. Turn it clockwise a little bit (20 degrees is
enough) and see if things improve. Springing noises while turning can be
caused by loose rack mounting bolts, particularly the RH one.
