since the "perfect idle" is when it is still cold you probably don't
have a "serious" cold start problem - a sticking ISV is probably enough
to do what you describe.  remove, clean?  and do the electrical
connector as well.  While you're at it, "undo all the electrical
connections under your hood and clean them, reassemble with dielectric
grease" (TM!).

Do you know what the ISV looks like?  it is a rusty/greyish/greasy/dirty
thing about 3 cm in dia. and 10 cm long, wire connector on one end and
tow air connections, one goes to each side of the throttle body,
sometimes in strange places...
