In my 87 90q two of these were missing, too. They just screw through the floor covering, into a small metal plate with a captive nut welded on. Nothing welded onto the floor in my car, at least. I got a couple from a junk yard, it wasn't easy to get the plate under the mat (and you don't want to know what you'll find underneath) but they went in well.
Note- they unscrew rather easily, you might want to add a little Loctite to keep them in place.
