Under the carpet there is a small plate with a threaded rod attached, the
orange
pegs screw into that rod. On the 85 4kq, the plates are held in by pop
rivets.
I removed them from a donor 85 4kq and added the orange pegs to my 83 urq 
when I installed the carpet from an 85 4kq. I installed the plates on the
urq
by drilling a few holes and used some screws.

BTW, the plates for the orange pegs on my 86 coupe GT were welded to the
floor pan.
