plastic welding?

If there even is such a thing.

I want to eliminate the irritatingly positioned cutout in my rear bumper
so my exhaust work can be simpler.  Idea is to take a chunk form a donor
bumper cover and cut'n'paste it in there so you can't tell it's been
done.  

Anyone know if there are folks who do this sort of thing?
