hand brake problem

I am having a problem with adjusting the handbrake on my 88 5kq.  I have replaced the rear rotors, pads, and the right rear caliper because the piston was stuck.  Now I cannot adjust the hand brake cable.  I am following the procedure outlined in the Bentley manual but the wheels just keep spinning.  Any suggestions on what else might be the problem.
