Programmable wiper relay???

Straight swap for the existing relay.

Switch to 'intermittent' and let the wipers wipe.  Wait a few seconds,
and switch off.  The wipers will wipe again at this point.  Wait until
the screen needs wiping again, and switch back to intermittent.  The
relay will have 'learnt' the interval you waited and will then wipe at
that delay.

If conditions change, just switch off (the wipers will wipe again) and
switch back to intermittent when the screen needs wiping.  Utterly
intuitive and completely natural after only a few minutes.
