Normal coolant temp gauge reading?

Anyone care to comment on the normal coolant temp gauge reading on a 
5kcstq? My car normally runs at 1/4 after warmup, except when 
standing still, in which case it goes a bit above a half before the 
low speed fan kicks in. Also, it seems to take a long time to reach 
1/4 in cold weather. What I'm wondering is whether this is the 
expected behavior with a stock thermostat, or if it's likely I've got 
a wrong temperature or broken thermostat?
