Unknown Decal Order?

I got an open empty envelope with no return address in my mail today.

I suspect it was from some list member with an order for decals.  The only
identifying feature is the cancellation stamp which is nearly illegible.  I
think I can make out the following letters:

something (MON?)MOUTH P&DC 077 something
                ^^^^^^^^^^^^^^

I'm fairly sure about the characters marked ^.

The stamp is a 33 cent US stamp with a gold (rein?)deer on a green background.

Does this ring a bell with anybody?  If so, please let me know.
