'90 CQ sharp/flat perf problems

Heya!

I'm having a persistant problem with surges and flat spots in the performance
of my 1990 Coupe Quattro - usually between 3600 and 4200rpm.

I've recently had the timing belt and water pump (and a *host* of suspension
related things) done, but the problem persists.  In fact, prior to the work,
I'd get the characteristic power surge around 4000prm (well - between there
and 6000, but that's another problem), and I'm not even getting that, now.

The car *does* perform better when the engine is cold, oddly enough.

I'm wondering if I should be looking at the timing, the cat, or what?
