Paul,
The throttle actuator rod (of the cruise control) has some adjustment
threads (and locknut) used to bring its end snug to the grommet, when set
at idle speed. When your mechanic removed the cruise-control, he may have
unthreaded the actuator rod instead of just popping apart the ball/socket
joint at the end of the rod. When he reassembled the cruise control unit,
the actuator rod adjustment may have been left way too loose. This would
give the symptom you described. If this is the case, just loosen the
locknut and take up any slack.
