Guess I don't understand why they refuse to work on the car.  If the cats are 
missing, then you need to talk to the people who "replaced" them... the 
dealer can offer to install them, if they are truly missing.  Does the dealer 
think the cats are hollow? else there's a straight pipe replacing each?

Is it illegal to drive the car with no cats?  That could explain the 
dealership refusal to work on the car.  They may also realize that they're 
stumped, or not skilled in repair on this model.

As far as the car goes, what are the codes being displayed?
