Unfortunately, he lives in an apartment and doesn't even have renter's insurance....  But a good thought!!!

I'm going to contact a lawyer and see what my rights are considering this is essentially a property claim , rather than an accident claim.  I'll keep you all updated with what I find out.

One other thought...
This was not on public streets, not an auto accident.  Wouldn't the damage be covered by your friend's homeowner insurance, less a  deductable?
