[200q20v] Rear Caliper sticking?

I'd guess that your handbrake lever offers no resistance until you've
pulled it up by at least a couple of inches? As a temporary fix, you can
probably free up the brake by crawling underneath and using a large
screwdiver (or small hammer) to rotate the caliper's e-brake actuator lever
(located at the rear exterior of the caliper--attached to the end of the
cable) to its fully released position. It is likely stuck because the
internal lever pivot (or the ebrake-cable itself is binding.) All it takes
for the brake to bind  tightly is if the lever gets stuck a few millimeters
away from the fully  "retracted" position. Until you remedy the underlying
cause, the brake will surely hang up again unless you avoid using your
handbrake.
