How about my other suggestion... that this is a good time to replace the 
rack, if it needs it?  Wouldn't that bolt be easy to reach on the bench?  

So, if you cannot!!! get that bolt...
Reading the rack replacement procedure; it also looks like you could 
disconnect the rack from the steering collumn, and it's mounts, then shift it 
a couple inches forward, and get enough room to grab that bolt.  Then replace 
the hose, and remount the rack.
