[200q20v] CC channel 11 is "stuck"

Not very long ago, a lister wrote to me because he thought he
recalled that I had once posted a solution to the problem of Climate
Control  ch 11 always giving a (constant) reading of 12.0 volts. I
replied that I couldn't really recall ever encountering that problem,
let alone how to fix it.

But I've since then acquired my "new" '91 200q, and believe it or
not, one of the few undiagnosed problems is---yep!--the ch 11 reads
12.0 volts. All the time. The battery is new as is the alternator
(Bosch rebuilt), and the charging seems OK according to the ammeter.

Can someone shed some light on this problem?
