His 10vt likely doesn't have the bypass valve installed, unless added by a 
previous owner.  I agree, either a vac leak, or just not tuned correctly.  
Run the codes!

Occassional stalling (after you have your plug wire problem taken care of) is 
often sign of vacuum leak or (because the 20v compensates better than the 
previous turbo cars) more likely, bad turbo bypass valve (sometimes both).
