They did.  All audis (including 80, 90, Coupe, v8, 100, 200, 200q, 200q20v) 
since at least 1990 have the lower protective/aerodynamic covers.  My 200q20v 
lost it's cover somewhere along the way before it got into my hands, as many 
others (including you) have also discovered.
