I'd recommend a brief read of the info on Scott Mockry's site regarding the 
20vt, at http://www.sjmautotechnik.com

My initial thoughts, after the turbo bypass system, is to run codes.  
Secondly, perhaps the throttle position potentiometer or idle switch is not 
set correctly, or is intermittant.  There is a fuel cutoff function on 
decelleration to save fuel and improve emissions; it only functions above a 
certain rpm with closed throttle.
