I choose not to agree with the "two lights" suggestion.

Most people that choose to run the fog lights (appropriately aimed) with their low beam to increase light intensity to improve their night vision.  

HID technology for the low beam come about for the exact same reason, to put out more light so that you can have a better night vision.  BTW fyi,  HID bulb emits about 3x times the lumens of regular 55w halogen bulb such as 9006 for low beam.

WIth the advent of HID technology come self levelling requirements for low beam HID to prevent blinding of oncoming driver.

The key word is appropriately designed/aimed fog lights should not have any more lights shined towards oncoming driver. Fog lights are actually supposed to have sharper cut-off than low beam.

Back before I upgraded my 92 UrS4 to HID low beam I always run my fog lights with low beam because I regard the stock low beam as inadequate.  I would be more concerned of people driving with not enough lights for them to see the road at night.
