Visible Exhaust Smoke- Flunked Emissions

Would a blown turbo seal also have a correlative effect on lower oil pressure?
I just drove 300 miles yesterday in 95 degree heat and saw that my oil
pressure, after the oil being hot (110ish plus Centigrade) for a long time,
would read 4.5 bar but not as high as 5 when cruising. I first disregarded
this as being really hot oil from the outside temp and thus less thick or the
valve in the filter possibly blowing off, but not a turbo seal. I have
170,000 on the original turbo, and notice some smoke on start up but not at
idle. I also passed a stand-still emissions in Washington State no problem in
March and pull 1.7 also. Not quite sure what's going on in there???
