Where do I get the PlastiDip from?

How about a can of that truck bed liner material.  I do not think it create=
s a
"rubbery" surface, but rather very hard and flat toned.  I also do not beli=
eve
it is textured.  The kits I have seen have a texturing roller that does tha=
t=2E
May be a good route because there is a lot of it in a car and it's cheap.
(well, cheaper than powder coating anyway).  Should be available from any c=
ar
parts store and a truck accessory store for sure.

Plastic dip for tool handles can be bought from places like Harbor Frieght,
but again, that's rubbery.
