Odd Problem #587 (Wipers)

I seem to recall this issue being brought up before but can't
find any references to it.

Wipers work fine... intermittant, slow, fast, full sweep..all the way down,
all the way up.

However, when it comes time to stop... they stop about 1/3 of the way up
from the bottom of the sweep (remember, they do still sweep all the way to
the bottom so it's not a question of taking off the wipers and adjusting
them).

So, is there a way to reset where they stop under God?
