Dave,
I have a forge valve, bought it with a bunch of goodies used.  Personally I
would not pay list for one, they are pretty expensive.  I have cleaned it a
few times, not a big deal, do it when you change the airfilter.  It does
make some noise when you let off the throttle, sounds neat..sometimes, other
times it can be a little obnoxious and makes me feel like I should be in a
neon green civic.
If you can get a good deal on a used one, go for it!
as far as performace benefits go....I think it is on par with painting your
calipers red.
