BOV sound

Should the 20V make a blow off sound before each shift?  Sometimes I am not even in boost but when I let go of the gas I can hear a whoosh sound like a blow off valve.  I only have a K&N filter and exhaust on the car with a newly installed Hoppen chip.  I changed the bypass valve but it still makes the blow off sound.  Is this normal?  Should they make a whoosh noise before each shift?  At full throttle i am hitting about 16lbs on my after market guage and 1.6 on the factory guage then i slowly lose boost.
