shouldered nuts vs nut w/ washer

Hi all-
what's the list consensus on using shouldered nuts instead of nuts with was=
hers in places like ex Manifold studs, EM to turbo, turbo to downpipe.  It'=
s my understanding the shouldered nuts are supposed to replace the nut wash=
er/combo.  But a while ago I rebuilt my head on a 10V turbo and found shoul=
dered nuts WITH washers.  I thought the shoulder eliminated the washer....?
